Last Monday, a Kampala lawyer called Leila Katusiime and also a commissioner of oath was led into presiding over a secretive swearing in ceremony at a hotel in Kololo.
Unknown to her, the swearing in of a few fearless Uganda national drug authority board members, she presided over as Hajjat Anifa Ssengendo, wife to MP Latif Ssebaggala witnessed, had been halted by the inspector general of government, the IGG of Uganda.
This is why chief magistrate judge Gladys Kamasanyu had boycotted the event. Even many board members boycotted fearing arrest by the IGG.
Now some of the board members who stayed away in order to respect the IGG directive want criminal action to be taken on the board chairman and other members (12 of them) who attended the event and secretly took oath even after the same had been stopped by the IGG.
Apart from the 12 board members who disobeyed the IGG and took oath, there are other UNDA employees and managers who were at the Kololo premises where the controversial swearing took place.
These are the authority legal counsel Diana Kabuzire, head quality management systems Dora Namyalo, Hileria Asingwire the personal assistant and Dandasi Asiimwe, the authority driver.
The IGG has warned against those disobeying her orders and she has made it clear that the same is a criminal offence under the Act which creates the inspectorate.
The controversial meeting at Kololo went on after the IGG had clearly written two letters stopping the event.
In any case, Dr. Medard the board chairman no longer had the authority to call such a meeting in the name of UNDA because his term as chairman had expired weeks prior.
